About Our Practice

Established in 1970; Dr. Ross has been practicing Optometry in the Campbell-San Jose area for thirty years. He started Family EyeCare Center to serve the vision care needs of the local community in a family friendly way. He thinks of the Family EyeCare Center staff as a family of people working together to help the eye care needs of the patients.

Since Dr. Ross has started, he has been able to attract the most talented doctors which are personal-able, caring, skillful, and invested in patient care. Doctor Wan, Doctor Taylor, and Doctor Tuan have been happily practicing at Family EyeCare Center for many years. They are now excited to introduce Doctor Ruiz and Doctor Chang to the practice; both excited to continue the great experience to new or established patients.

Our Doctors

Albert Chang, O.D.

Dr. Albert Chang was born and raised locally in the Bay Area. After graduating from Monta Vista High School in Cupertino, he attended UC Santa Cruz and Southern California College of Optometry for undergraduate and graduate studies. Spending eight years away from home allowed him to appreciate how much he loves the South Bay.

Dr. Chang recently married his wife, Carol, and they reside in Santa Clara. He not only strives to offer the best eye care, but also to build long term relationships with his patients and their families. He does have particular interests diagnosing and managing ocular disease, including diabetic retinal disease, glaucoma, and macular degeneration.

Dr. Chang likes to think of himself as a noodle soup connoisseur, part of the reason why he loves the Bay Area. He also enjoys playing sports and following local professional teams. He looks forward to meeting you and your family members soon!

Julia Lee, O.D.

Dr. Julia Lee was born, raised, and schooled in Southern California. Once high school was completed, she attended the University of California, Los Angeles then found her way to Orange County for optometry school, graduating at the Southern California College of Optometry with a great interest in studying, diagnosing, and managing glaucoma, diabetic retinopathy, and macular degeneration. Afterwards, she pursued an additional 1 year residency training at the VA Medical Center in West Los Angeles, where she enjoyed her time serving veterans and handling complex cases in primary eye care, low vision services, specialty contact lenses, and in-patient settings.

After doing a summer’s worth of research at UC Berkeley in the summer of 2010, part of Dr. Lee’s heart was left in the Bay area. Moving to NorCal has always been something of a dream for her, and she’s thrilled to have made the move! She’s excited to start setting down roots in the South Bay and building long-term relationships with her patients. Dr. Lee is able to communicate in Cantonese, Mandarin, and clinical Spanish. Her secret passions in eye care include ensuring patients utilize updated technology, have both comfortable and clear vision, and experience the most pleasant eye exam as possible. She regularly volunteers her expertise for free vision screenings, be it on the streets in West Hollywood or in the capital city of Honduras.

As serious as she is about eye care, she enjoys spending time with friends and appreciates punny jokes, quick wit, and dry humor. In her spare time, she loves to curl up in a good book and a good cup of hot tea, spend time with church activities, and experiment in the kitchen with cooked and baked goods. If you decide to visit San Diego and see her doppleganger, rest assured; she has a (fraternal) twin sister!

Arthur Low, O.D

Dr. Arthur Low has been in practice for over 40 years in Campbell. He graduated from U.C. Berkeley School of Optometry with honors in 1975 and has been active in the community since the beginning of his career. He has been an active member of the local Lions Club and has served four terms as president. Dr. Low has also been active on the board of the Campbell Chamber of Commerce, serving two terms as president. As a board member, he has been an organizer of both the Boogie Festival and Oktoberfest which hosts up to 40,000 attendees per year. He is also a past Citizen of the Year in Campbell. In 1997, Dr. Low was honored as Optometrist Of The Year in California.

Married to Swan, Dr. Low is proud to have two sons who are dedicated to serving the community, although not as an optometrist. Second son Evan has served two terms as mayor of Campbell and current is the assemblyman serving Campbell and West Valley Cities in Sacramento.

Dr. Low enjoys many hobbies and is trying hard in his spare time to play bogey golf. He also enjoys both lake and deep sea fishing as well as bowling, having once bowled a 300 game. And with more time off, he would like to take more trips and cruises with his wife. He will also continue going on Lions In Sight trips to third world countries to provide eye care to those in need.

Finally, Dr. Low is happy to join Family Eye Care so that his patients are able to have continuity of high quality care. He takes pride in making sure patient questions and concerns are answered and know that his patients are in good hands with any of the doctors here.

Rodney Lum, O.D.

Dr Rodney Lum was raised in Menlo Park and Atherton, attending Woodside High School and later U.C. Berkeley where he spent “ten great years of my life” achieving his B.S., B.A., and O.D. degrees. Of his 28 years in optometric practice since graduation, the last 14 have been spent in Campbell as the owner of Campbell Optometric Group, partnering with Dr. Arthur Low.

Dr Lum is a capable and conscientious practitioner who prides himself in treating his patients as “more than just two eyeballs”. He believes that the eyes reveal much about a person’s physical history and even their economic or cultural practices. “I can often tell from their eyes that a person likes his sweets, indulges in too much caffeine, or even that they never wear eyeglasses outdoors”.

In 2013, Dr Lum was honored by his peers with The Optometrist of the Year for Santa Clara County Award, for his service to his patients, his profession and his community. He served for over a decade on the Board of Directors for his local professional society. He has been active in the Asian American community serving on several cultural and community boards. From representing both his community and his profession he is quite familiar with the workings of local politics and with our state and local officials.

In what little spare time he has, Dr Lum ministers to both adults and children at his church as an adult small group leader and a Sunday School teacher for 7th graders. His personal interests include history, music of all types and sports (although more as a spectator than a participant lately).

Dr Lum and his wife Kris are extremely proud parents of an active and engaging six year old who truly is the sparkle in his parents’ eyes.

He went on to receive his doctorate degree from Pennsylvania College of Optometry. Dr. Ruiz loves children and has a special gift working in pediatrics. Like the doctors he has joined, Dr. Ruiz is dedicated to serving each patient personally, offering clear advice and explanations to help patients make informed, easy decisions about their eye care.

Dr. Ruiz is an active volunteer at his son’s elementary school and coaches his soccer. He hopes to have his youngest son walking and kicking a soccer ball by this summer.

Dr. Ruiz has a past history with Family EyeCare Center. He was an optician and contact lens technician in 1997, while still pre-med in college. He returned in 2004 as an intern being mentored by Drs. Dr. Taylor is a lifelong resident of the Bay Area. Born in Berkeley, he was raised in Oakland and graduated from Menlo-Atherton High in Atherton. U.C. Berkeley was his home for seven years as he did both his undergraduate and optometry school work there. His vision care education included work with unusual and difficult contact lens care at Stanford Hospital and at the Pacific Medical Center in San Francisco. He has both his B.S. and O.D. degrees “with Honors” from Cal Berkeley. During his undergrad years at U.C. Berkeley he was a member of the Cal crew team.

Dr. Taylor and his family have lived in the San Jose area since 1985. He and his wife have two boys who enjoy a variety of activities including baseball and basketball. Pete continues his rowing with the Los Gatos Rowing Club, and he is active in the Los Gatos United Methodist Church. He wanted to make sure that his patients, which he cares deeply about, had an office to call home. Dr. Hoglan was happy to find that Family EyeCare Center fit that description and more! Dear Patients and Friends,

After 35 years in practice, I’ve decided to retire to our new home in Monterey.

My final day in the office will be near the end of July. I want to thank you all for allowing me to take care of your eyes and glasses needs over the years. I have really enjoyed knowing you all and will miss seeing you.

I know that some of you may have questions or concerns regarding your future eye care and your past examination records. I have great news. I have selected another optometry office, Family EyeCare Center, with great doctors and a reputation of taking excellent care of their patients. They will be taking care of you and your family’s eyes after July, and they’ll have all of the records of your eye care visits.

After visiting Family EyeCare Center and speaking with their doctors, I know that it will be the right fit for you. It’s a larger office, they have the latest in eye care equipment, the office is open 60 hours a week (Monday through Saturday), and they have a fantastic variety of eyewear. They also have one of the largest selections of contact lenses to make sure that each of their patients has the best lens fit possible.
